How do you create Low/High resolution Images ?

You choose resolution in your camera. You can make it lower later, never higher. If you mean to give a low resolution image not to be inapropiately copied, I can guess you chosing files about 100 Kbytes, they'll be correctly appreciated, but won't be ok for a making large copies.
