Help with SAT writing question?

It's E b/c "permanently" (an adverb) refers to both "losing weight AND keeping it off." However, in A, "permanently" refers to ONLY "keeping it off." I know that's a weird question because the only difference is the change in the letters, but I hope that makes some sort of sense. =]
